Education :  Bachelor’s Degree

Experience :  1 year of relevant experience

Training :  4 hours of relevant training

Eligibility :  Career Service (Professional) Second Level Eligibility



  1. Graduate of a degree in Psychology, Behavioral Science, or any Social Science course, would be an advantage.

  2. With at least 1 year hands-on experience in learning and development;

  3. Has attended training on Trainer’s Training (Training Needs Analysis, Design, Administration and Evaluation of Training Program);

  4. Knowledgeable on the whole cycle of training management, career development, performance, human behavior in organization; research and statistics, relevant software applications; office management systems and procedures;

  5. With good oral and written communication, public speaking and facilitation, good people skills; critical thinking, planning and organizing, good listening skills, networking and computer operation.

  6. Resourceful, flexible, creative and dynamic.

  1. Coordinates the planning and implementation of various corporate events and employee and career development activities;

  2. Assists in the development and implementation of in-house training programs to include acting as facilitator and or resource speaker;

  3. Handles employees’ orientation program and other training interventions;

  4. Provides assistance in handling the Competency-Based System, Career Development, Incentives and Awards and other programs of the Division;

  5. Administers the recruitment, screening, placement and orientation of student on-the-job trainees;

  6. Conducts necessary research on training and development-related matters;

  7. Arranges committee meetings  and provides secretariat services to them;

  8. Prepares required communications, reports and other documents;

  9. Provides administrative support services in the conduct of in-house and external training programs and other activities of the Division;

  10. Responsible for the proper upkeep of the Division’s records management system;

  11. Oversees the adequacy of office supplies and materials and well-functioning equipment.

  12. Ensures the preparation and transmission of necessary documents of the Division;

  13. Maintains and update all materials /information posted in the HRMD Bulletin Board;

  14. Performs other functions as may be assigned from time to time.

For nos. 3, 4, 5 & 6 a review of the existing credentials of internal applicants will be done in coordination with the Human Resource Services Division.
