QUALIFICATION STANDARDS:

 

Education   :  Bachelor’s Degree

Experience :  2 years relevant experience

Training      :  8 hours of relevant training

Eligibility     :  Career Service (Professional); Second Level Eligibility

 

PREFERABLY

  1. A graduate of Psychology, Behavioral Science Management or any Social Science course.
  2. With at least 3 years hands-on experience in human resource development.
  3. With knowledge in the whole cycle of training management, career development, performance management, human behavior in organization, policy formulation;
  4. With good interpersonal, communication and public speaking skills;
  5. With excellent planning and organizational skills;
  6. Possesses critical thinking and decision making abilities;
  7. Resourceful, flexible, creative and dynamic.

 

FUNCTIONS:

  1. Handles the preparation and implementation of employee development programs to include the conduct of Training Needs Analysis, gathering of required materials needed in the preparation of program proposals, sourcing of training institutions or resource speakers and gathering, tabulation and analysis of the results of post-training evaluation;
  2. Acts as facilitator and/or resource person during the conduct of various in-house training programs;
  3. Secures required external training programs and grants which employees should avail and coordinates for their attendance;
  4. Assists in handling the Competency-Based System, Career Development, Incentives and Awards and other programs of the Division;
  5. Oversees the recruitment, screening, placement and orientation of student on-the-job trainees;
  6. Evaluates, monitors and prepares necessary report on the submitted performance evaluation forms of the employees under the Artistic Group;
  7. Responsible for the conduct of  relevant programs, various corporate events, Flag-Raising Ceremonies, First Friday Mass and other spiritual-related activities;
  8. Administers the systematic implementation of the Training and Development Division-related sub-systems under the Human Resource  Information System (HRIS) and the maintenance of the HRMD Bulletin Board;
  9. Provides secretariat services to the Personnel Development Committee, Program on Awards and Incentive for Service Excellence (PRAISE) Committee and other related committees as required;
  10. Liaises with other government institutions regarding employee incentives and other career-related concerns;
  11. Prepares required communications, reports, proposals and other documents.
  12. Performs other functions as may be assigned from time to time.

                 7. Performance Evaluation Report (January–December 2016 with very satisfactory rating) for internal applicants

 

For nos. 3, 4, 5 & 6 a review of the existing credentials of internal applicants will be done in coordination with the Human Resource Services Division.
