Education        :  Master’s degree or Certificate in Leadership and Management from the   


Experience      :  4 years of supervisory/management experience

Training           :  40 hours of supervisory/management learning and development

   intervention undertaken within the last 5 years

Eligibility          :  Career Service (Professional); Second Level Eligibility



  1. With substantial knowledge and direct experience in arts and community cultural work and/or project-production-events management; and
  2. Has active linkages with a number of organizations (public and private) in the regional, local and international levels.

  2. Fully accomplished Personal Data Sheet (PDS) with recent passport-sized picture (CS Form 212 Revised 2005) which can be downloaded at
  3. Diploma and Transcript of Records (Photocopy and original for verification)
  4. Authenticated copy of the Civil Service Certificate of Eligibility/Authenticated PRC ratings
  5. Certificates of training (Photocopy and original for verification)
  6. Certificate of employment (Photocopy and original for verification)
  7. Performance Evaluation Report  (January–December 2016 with very satisfactory rating ) for internal applicants


For Nos.  3, 4, 5 & 6 a review of the existing credentials of internal applicants will be done in coordination with the Human Resource Services Division.

Cultural Exchange Department

  1. Works hand-in-hand with the Department Manager in setting the programmatic direction of the department, primarily in the areas of national and international arts and cultural exchanges.


2. Oversees implementation, monitoring and evaluation of the departmental programs, activities and work performance.


 3. Ensures and maintains the cost efficiency and proper management of the department’s resources.


 4. Prepares and recommends to the Department Manager general and/or specific policies, guidelines, systems and procedures relevant to the departmental functions and operations.


 5. Establishes and strengthens linkages and partnerships with relevant organizations, public and private, as well as local, national and international.


 6. Renders technical/artistic advice in his/her area of specialization and assumes the duties of the Department Manager in his/her absence.


 7. Performs other related tasks as maybe assigned from time to time.
